I work in an office and from time to time one of the workers poos on the floor of the toilets.?

Sometimes they leave dirty toilet paper on the floor. The supervisor is trying to find out who is doing it but we just can't catch them. What would cause this kind of disgusting behaviour? Any suggestions for finding the culprit or stopping them?
