What are the laws regarding coupon fraud?

I know of a retailer that submits coupons for reimbursement that aren't used in the store. The store has employees get coupons from newspapers or online and clip them for submission. These coupons are never used for discounts for customers and some are even for items not even carried in the store. I know this has to be fraud but I can't find specific laws regarding the situation.
