Standing junior counsel?

I noticed that many lawyers (mostly barristers, but also solicitors) have had jobs as "standing junior counsel" in various government departments in the UK. I'm curious if this is only for Scottish lawyers, and not English ones? It seems like every standing junior counsel has been from Scotland.
