Is Ooty a developed area? i want to stay permanently in ooty?

I have always dreamed of settling in a place like ooty (greeny, hilly, less populated, cold) but a developed one and i don't know anything else about ooty except for its natural beauty.currently i am studying LLB and when i will be a barrister,will i be able to progress with my career properly if i stay there permanently? NOTE : I am also highly ambitious,career oriented because i want to live a luxurious life
