I have a 2006 Zong Shen 200cc Dual Purpose Bike?

I need to know why I can cycle through the gears but will not catch the gas. oil levels good, gas OK. I found two black rubber tubes hanging from carburetor . looks like they cam loose, not sure if it may be culprit. Starts up fine.
