What are newspaper headlines?

I know this sounds really stupid, but my teacher basically asked us to collect a bunch of political headlines in newspapers for homework. Does he mean collect the stories on the front page of newspapers in big bold letters, or just anything in the newspaper that involves politics? Thanks for any answers!
